Kasumi specializes in deleting priority targets before they can establish their defenses. She is one of the best choices when you need a Partner capable of threatening the enemy backline.

Phoebe

Phoebe provides one of the most useful support packages in the current roster. Her ability to reduce enemy DEF gives your entire team more damage potential, while her survivability mechanics let her remain active longer than many offensive supports. Nicola’s main value comes from reducing enemy Damage Resistance. This means she can improve the performance of other Partners rather than relying entirely on her own damage. She is especially strong in teams that already contain several high-output Sorcerers or burst attackers.

Gemmy has become a strong investment for players looking for another reliable damage dealer with good scaling. She is especially useful when your account needs additional direct damage rather than another defensive support.

Rie

• Class: Attack

Rie provides excellent concentrated damage and can perform above expectations even without a heavily specialized setup. Her value makes her particularly attractive for players who want a strong offensive Partner without building their entire roster around one faction or status effect.

Angela

• Class: Guardian
• Role: Tank, protection, and revival

Angela combines several defensive functions in one Partner. Her ability to draw enemy attacks away from more fragile allies and return a defeated teammate to the field gives her exceptional utility in difficult PvP encounters. She is especially valuable when protecting a high-damage Leader or another Partner that needs time to build momentum.

S Tier – High-Value Core Partners

These Partners may not be as universally dominant as the S+ group, but they can still bring value to any team.

• Maki: Maki is very effective when a team needs a dedicated boss killer. Her single-target damage gives her tremendous value against high-health targets, and investment into her star level can significantly increase her long-term performance. 
• Fenebeth: Fenebeth is the natural answer to teams that rely heavily on healing. Her Curse mechanic can turn enemy recovery into an offensive liability, allowing your team to break through sustain-heavy opponents more efficiently. 
• Selena: Selena provides a rare combination of durability and recovery. Her ability to survive lethal situations and heal allies makes her a reliable frontline option when your team needs additional protection.
• Kiraya: Kiraya offers another strong Guardian option for teams that need a durable frontliner. She is quite useful when the goal is to create enough time for your ranged attackers to build their damage rather than ending fights immediately.
• Hersey: Hersey is a strong offensive Partner with good value in damage-heavy formations. She works very well when your team already has reliable protection and simply needs another source of pressure.
• Gagaku: Gagaku offers more specialized utility through her summoning mechanics. She is a good choice for players who prefer to build teams around creating additional bodies on the battlefield and maintaining pressure through multiple combat entities.

There is little benefit in abandoning a strong A-tier Partner simply because an S-tier character is theoretically stronger on paper.

B Tier – Useful Progression Options

B-tier Partners are generally better suited to developing accounts or specific team requirements.

These Partners can absolutely contribute during story progression and other lower-difficulty content. Their limitations become more obvious once you begin comparing them with highly upgraded S- and S+ characters. 

Lunar, for example, can produce strong AoE damage when the right conditions are met, but that conditional value keeps her below more consistent attackers.

Victoria and Annie can provide useful frontline durability while an account is still developing, although dedicated Guardian options such as Selena and Kiraya offer substantially more long-term value.

Best Partners for Different Roles

Tier rankings become much easier to use when you understand what each role contributes.

• Best AoE Damage: Miyuki, Yuffie, Rotania, Gemmy. These Partners are useful when enemy formations contain multiple targets or when you need to clear waves quickly.
• Best Single-Target Damage: Kasumi, Maki, Rie, Hersey. Use these Partners when bosses or enemy Leaders are the main threat.
• Best Healers: Anna, Diana. Both provide the sustain needed to keep the team alive during longer encounters.
• Best Defensive Partners: Angela, Selena, Kiraya. These Guardians can absorb pressure and protect the rest of the formation.
• Best Debuff and Utility Partners: Phoebe, Nicola, Fenebeth, Rikia. Their value comes largely from making everyone else more effective or preventing enemy mechanics from functioning normally.

New players should avoid trying to create the most complicated composition possible. A simple five-Partner structure works well:

• Main DPS: Kasumi, Maki, Yuffie, or another strong carry
• Secondary DPS: Rie, Hersey, Gemmy, or a suitable AoE option
• Control/Debuff: Miyuki, Phoebe, or Nicola
• Healer: Anna or Diana
• Tank: Angela, Selena, or Kiraya
