[Source] A representative from Daum Games Europe, publisher of Black Desert Online in North America and Europe, has revealed the game will implement global IP block. Developer Pearl Abyss is holding out for talks with publishers from other regions, including Turkey, South America or any other regions not within the contract signed. I have contacted Daum for confirmation on this issue.

“All we know now is that we cannot publish the game in territories we haven’t signed. We are aware of the concerns voiced by fans in current non-supported countries and hope they will get dedicated service in the near future. We hope to provide clarity on our exact list of countries soon.”
