Made public earlier today, Blade & Soul China will be entering its full Open Beta phase on 28th November, exactly 1 week from now. The new client will feature a max level cap increment from 40 to 45, with new players able to create their characters first on 23rd and 24th November.
Just a note, the current client does not support Windows 8.1, and I am not sure if the new client will have this issue patched. The Korean server has been supporting Windows 8.1 for some time now.
